IMSS's Mission

The Mexican Social Security Institute has a legal mandate derived from Article 123 of the Political Constitution of the United States of Mexico. Its mission is to be the basic instrument of social security, established as a public service of national nature for all workers and their families. This means that the increase in the population coverage is pursued as a constitutional mandate, with a social approach.

In its extent, the Article 2 of the Social Security Act (SSA) states that the purpose of the social security is to guarantee the right to health, medical assistance, protection of the means of subsistence, and the necessary social services for the individual and collective wellbeing, as well as the granting of an allowance that, in its case and previous fulfillment of legal requirements, will be guaranteed by the State. In this sense, the Institute provides its policy-holders a range of insurances that allows the Act to be enforced and above all, to offer tranquility and stability to the workers and their families in the face of the events of any of the specified risks in the SSA. The Social Security includes the Mandatory Regime and the Voluntary Regime. The schemes of introductions, requirements and contributions to access these regimes are different in each case and are clearly stated in the SSA.

This Act is divided in two branches:

As a risk managing institution:

It manages the different insurance branches the SSA provides, requiring an adequate arrangement of the contributions and the financial resources to provide the services in kind and money; and, In its autonomous tax nature, it will conduct an efficient collection achieving openness and control in the generated information.

As a service providing entity:

It promotes the health of the ensured working population and their families, the allowanced and the students in an integral manner, through the rendering of medical preventive and healing services, of daycare centers, and economic and social services anticipated in the SSA.
